In Philadelphia, Speeding can now Trigger a Red Light<\/h3>\r\nPhiladelphia\u2019s Kelly Drive \u2013 where the average motorist speed is over 20 mph above the limit \u2013 has begun experimenting with traffic signals that respond directly to speeding.
